Pass ICU via file descriptor instead of fetching via Java for renderers This is a partial revert of https://chromium-review.googlesource.com/c/chromium/src/+/4357575. This should still load the browser process' ICU early, but reverts non-browser processes to what they were before the above change. I think this should still keep this bug fixed, while enabling javaless renderers to continue. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
