[Identifiability Study] Refactoring Reid Estimator Unit Testing Multiple unit tests for the Reid estimator were testing almost the same results but with different scenarios. We refactored those tests in this CL by replacing them with a parameterised one to remove the code duplication. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
