Implement open button for restoring closed tabs from History page. The new "Open" button lets users quickly restore multiple pages from their history. Instead of right-clicking each item and restoring them one by one, users can just check the pages they want and click "Open." All selected pages will open at once in new tabs, making it much faster to get back to where they left off. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
