[crossOriginIsolated] Add tests for Default SiteInstance interaction. Default SiteInstances and cross-origin isolation interactions are not tested. They require site isolation to be off for default SiteInstances and COOP isolation heuristic to be off (by default). Adding a simple content browser test to check that SiteInstances can indeed end up in a default SiteInstance. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
