Update metrics to make UseMultipleOverlays study comparison easier

- Add NumQuadsConsidered metric to see how much work the
  OverlayProcessor has to do
- NumOverlaysPromoted is now called in all paths
- NumOverlaysAttempted/Failed are still AttemptMultipleOverlaysPath only
  - An apples to apples comparison wasn't possible, or meaningful
  - Failed is now called whenever Attempted is called to make
    comparisons easier
- OverlayStrategy metric is now updated properly for each overlay
  promoted on the multiple overlays path
- HardwareCapabilities now distinguishes between an invalid response and
  a valid response that 0 overlays are supported.
- Add HardwareCapabilitiesIsValid to see often this occurs
- MaxOverlaysSupported metric is only called for valid responses, making
  it easier to figure what hardware support looks like.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
