[ios][web] Cleanup SessionCertificatePolicyCache API

Mark SessionCertificatePolicyCache as non-copyable, remove unneeded
parameter to UpdateCertificatePolicyCache() and use const-reference
to pass the certificate to RegisterAllowedCertificate().

Mark SessionCertificatePolicyCacheImpl as final to allow the
compiler to devirtualize the method calls when possible.

Add lite generic annotation on container that store
CRWSessionCertificateStorage instances.
