[Minimal UI] Increase size of controls to comply with Android GAR The system UI app header can sometimes be 40dp tall but app header controls need to be at least 48dp tall to comply with Android GAR. If the system UI header is <48dp tall this CL will increase the size of the web app header layout to be 48dp and add insets to the minimal UI control buttons so that the icons are center-aligned with the system UI controls. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
