Bump relevance of the Verbatim Match for Deduplication purpose. When the 'SearchReadyOmniboxAllowQueryEdit' feature is enabled, the Verbatim Match includes information that is used as a key to deduplicate other matches with similar content. This results with Verbatim Match being merged with the other match (or matches), where the highest ranking match is the one that is kept. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
