[Emoji picker] Fix a chrome crash when invoking emoji picker on launcher If there is no active browser, you can still trigger the emoji picker, but BrowserList::GetInstance()->GetLastActive() will be null, leading to a crash. Add a guard to ensure that a browser exists before initialising the observer. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
