Limit transforms to 2d scale, 2d translate and right-angled rotation When calculating occlusion in the content space of a quad, limit the quad's transform to 2d-scale, 2d-translate and right-angled rotations. In occlusion culling algorithm, multiple methods like `MapEnclosedRectWith2dAxisAlignedTransform()` are assuming 2d inputs, hence limiting the quad transform to 2d transformations. This improves performance of transform related operations. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
