Reland "Speculative fix for crash when notifications popups are closed"

Adding fix for msan failure which is happening because message_view_
in message_popup_view can be destroyed before it.

This is a reland of commit 01a82db7a124680fc109fe3ce3688a012a27be51

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
