Clean up a few more remnants of absl::optional There were some remaining includes of the Abseil header. Also a few files under //third_party were missed. (These are bits of //third_party which depend on //base, so we should be able to apply Chromium's expectations. E.g. files we override in WebRTC to inject a //base dependency, or workarounds for Chromium's test infrastructure limitations.) To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
