Reland Ensure navigate event is dispatched before pageswap.

When performing a browser traverse navigation with a ViewTransition,
ensure that navigate fires before pageswap and capture steps on the
old Document.

linux-bfcache-rel forces all tests to run with BFCache disabled while
this test is parameterized to do one run with BFCache enabled causing
the test to fail on this bot. Skip that version on this bot.
