Original CL description ------------------------------------------------ This CL renames VP9Decoder::VP9Accelerator::IsFrameContextRequired() to better reflect what it does in the code, i.e. VP9Decoder uses it to instruct its VP9Parser whether to parse or not VP9s compressed header. All implementors return false except V4L2 legacy backends, which are also name-updates to better reflect the semantics. No new functionality intended, only cosmetic changes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
