Separate NavigationThrottle code from chrome_content_browser_client.cc This CL extracts NavigationThrottle related codes in chrome_content_browser_client.cc into a new file chrome_content_browser_client_navigation_throttles.cc. Currently, chrome_content_browser_client.cc is too large, and takes very long time to compile. This is the first step change, and other throttles will be moved into a new file step by step. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
