Utilize set_surrounding_text request when the text is long This CL lets SetSurroundingText handle the text longer than 4000 bytes. zwp_text_input_v1.set_surrounding_text request in wayland protocol only allows the text shorter than 4000 bytes, so currently we don't send request when the text is longer than the limitation. By this change, we send the request for the text longer than 4000 byets by truncating the text into 4000 bytes unless the selection range is longer than the limitation. This change doesn't affect the performance for the text shorter than the limitation. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
