Avoid AtomicString implicit conversions in core/loader/ This is a preparation to add `explicit` to AtomicString constructors. * base_fetch_context.cc: Add SetHttpHeader() helper function and a `using` to simplify the code * Use http_names::kAuthorization * Just wrap strings with AtomicString() This CL should have no behavior changes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
