[themes] ThemeSyncableService: Use struct for theme prefs in migration We keep a map from ThemePrefInMigration enum to corresponding syncing theme pref name and the (new) non-syncing theme pref name. The two used to be represented in an array, which is confusing. This CL replaces it to use a ThemePrefNames struct to hold the syncing and the non-syncing pref name. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
