[Japan] Make the existence of alternative name tree country dependent

This CL introduces a non optional country code argument to the
NameInfo constructor. It is used to determine whether the alternative
name tree should be initialized.

All value / verification status getters / setters, will ignore
alternative names, if the profile's country does not support it.
