[CrOS Cellular] Add ModemMessagingClient TestInterface. Add a TestInterface to ModemMessagingClient to be able to fake receiving SMS's to specific devices in unit tests. Previously, faking a SMS would add it to every cellular device's messages. This CL updates FakeModemMessagingClient to allow tests to fake receiving SMS's to specific devices. This will be used in a follow-up CL to test if devices which have had their object_path changed are able to receive SMS's. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
