Configure App-Bound encryption to return new temporary key error App-Bound will now return a temporary key error if a non-standard user data dir is used. This means decryption will not be available. This should have minimal impact since App-Bound encryption was already not available - but this now expands this to decryption as well. A cookie encryption test that previously verified the old behavior is moved to the app-bound specific tests, which also verify that the decrypt is only failing temporarily. A default-enabled feature is emplaced to allow this functionality to be disabled if any problems occur in prod. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
