arc: Add Jelly flag to ArcChromeFeatureFlagsBridge This CL adds a capability to propagate chrome://flags#jelly-colors in ArcChromeFeatureFlagsBridge. This CL also introduces the unified method (NotifyFeatureFlags()) to propagate the multiple flags in a single method call. Please note that currently no client implements ChromeFeatureFlagsInstance it’s safe to delete the deprecated method. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
