Reland "Change critical builders to try/chromeos-arm64-generic-rel" This reverts commit 18cfcc18b40ebc01fad14374f661ebaf8ab6c933. Reason for revert: revert is incorrect. issue is transient on amd64, not arm64. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
