digital-credentials: add a cross-device transaction class. This replaces the FidoRequestHandlerBase, which the initial sketch of this code used. The FidoRequestHandlerBase brings in a _lot_ of other stuff which this code doesn't need to be entangled with, albeit at the cost of needing to redo BLE handling. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
