Cleanup emails in PersonalDataManager unit tests

This CL introduces common constants for the email address of the
primary (aka Sync feature) / non-primary (aka Sync transport) account
in use. Previously, many tests contained their own constants, and they
were sometimes inconsistent (e.g. between IdentityManager and
SyncService).
