Plumb release fences into SkiaRenderer. This plumbs release fences into the SkiaRenderer parts of the code. GLRenderer can be done in a follow-up. After this, we need to plumb the fence into ReturnedResource so clients like exo can use it. Further, separate to this we need to make sure read-lock fence interacts correctly with release fence. This is being handled in a separate CL. Until we update GbmSurfaceless etc to call OnSubmission earlier, this release fence change will have no effect so it is safe to partial plumbing of it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
