[linux/wayland] Added support for pending activation requests. Requests to activate the window are served asynchronously on Wayland, and the current implementation rejects the new request if the previous one is not yet handled. This patch improves support for such situation. Now the next request will be stored and handled later. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
