AW SafeMode: add runtime flag for app recovery No change to logic. This adds a runtime flag to guard the app recovery code path. The switch is currently NOOP. This switch will be checked downstream. Since this will be queried from the nonembedded ":webview_service" process, we need a commandline switch rather than a base::Feature. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
