Reland "kiosk: Migrate KioskEnterpriseInputApiBrowserTest to KioskMixin" This reverts commit 0643e907ecfda16b89f3732325dd79a6d9014375. The previous CL was reverted because it changed ExtensionInstallForceListPolicyHandler to call the ExtensionClient before it's initialized. That was needed because the test used an extension hosted in the "public" FakeCWS. This fixes the issue by self hosting the test extension in a private FakeCWS instead. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
