Replace the old ToV8 with new ToV8Traits interface in the core serialization.

This update is part of work on replacing the old ToV8 interface with new ToV8Traits<IDLType>::ToV8 interface.

ToV8 and ToLocalChecked may throw exceptions. We have to run unit tests and observe crash reports. And we have to handle exceptions if crashes are detected. In this update no crashes were detected.
