Fix conflation of !IS_ANDROID and ENABLE_EXTENSIONS. There is a lot of code which conflates !IS_ANDROID with ENABLE_EXTENSIONS. This makes it difficult to control building the Extensions system. This is one of a series of CLs to fix these issues related to the safeBrowsingPrivate API and its implementation. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
