Add Rust CPSP ProcessState options to chrome://flags. This CL turns the ChildProcessSecurityPolicyRust flag from a parameter-based feature flag to a multi-value choice flag. This allows one flag to control both the main Rust-based CPSP feature and the new ProcessState-specific sub-feature. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
