Encrypt variations and attach to feedback report Upload 'Command-line variations' as seen in chrome://version?show-variations-cmd as part of the feedback-report in an encrypted format (using HPKE) as a new attachment 'variations.binary'. The public HPKE key is fetched from a public static URL (Static Content Service). In case the device is offline, the public key is not fetched and the feedback report is generated without the 'variations.binary' attachment. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
