CrOS Settings: Add presubmit check enforcing scheme-specific URLs This CL moves existing presubmit checks to a more general file for CrOS Settings, and adds a new check that enforces the use of scheme-specific URLs for imports rather than relative ones. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
