pine: Add onboarding dialog metrics Add metrics to record whether the user opts in to restore. Also modifies `onboarding_widget_` from std::unique_ptr to UniqueWidgetPtr, since it can go out of scope if the dialog delegate view closes itself after an accept or cancel callback is pressed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
