[omnibox][search_engines] Overwrite user edits for starter pack.

In crrev.com/c/5331279, the name of the @Gemini entry was updated from
"Chat with Gemini" to just "Gemini" and the string was updated from
"[name]" to "Chat with [name]". User-edited entries are not updated
which resulted in the Omnibox saying "Chat with Chat with Gemini" for
users who had previously modified their Gemini entry.

Additionally, as of M123, starter pack entries are no longer user
edit-able so users are stuck with whatever entry they previously had.

This CL updates the last compatible starter pack version to force update
everyone's starter pack entries back to default values.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
