webnn: Add a regression test for trailing graph casts This adds a regression test for issue 419066542, where the final cast in the graph was being generated with the wrong types because of the implicit replacement of float16 tensors with float32 tensors. This pattern is common for WebNN graphs built from TFLite graphs. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
