[5/5] per-window-scale: Migrate RWHVBase::UpdateScreenInfo

RenderWidgetHostView uses its own display::Display-equivalent struct, so
called "ScreenInfo", which is synchronized with its associated renderers
and contains scale info extracted from its core Display counterpart.
Special handling is needed in order to properly support display servers
that implement only system-controlled window-oriented scaling model,
such as Wayland, otherwise web content rendering will appear distorted
in multi-display mixed-dpi scenarios.

Issues might be observed, for example, when moving a Chrome window (with
'WaylandPerSurface' feature enabled) across displays with different
scales, on Gnome/Wayland 46.1 session on Desktop Linux, with
'scale-monitor-framebuffer' gnome flag enabled.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
