Add CSP sandbox oopsif test for non-srcdoc. This CL expands the test coverage for isolated sandboxed iframes by adding a test for the case where the sandbox flags are provided by the iframe's CSP attribute, and the iframe's content is provided by the src attribute, and not the srcdoc attribute. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
