Remove TODO and replace with more details Remove TODO since it pointed to a fixed bug and instead change the comment to provide context on the code and the fact it is still useful as a safeguard. Also note that it is probably possible to remove the tab switcher navigation, but doing so requires care and may not be safe. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
