ambient: remove kReleaseWakeLockDelay

|kReleaseWakeLockDelay| is an experimental value we found denoting the
time from releaseing the wake lock to the display actually being turned
off. The delay is defined by the inactivity timer per crbug.com/190499.
For screen saver duration, since all the options are at least 5 minutes,
the duration should be insensitive to an extra 38 seconds delay. Remove
the delay for code simplicity.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
