[Pwa]: Switch to new filter functions that query on Capabilities. Target(s): chrome/browser/ui This updates callsites for FindBestAppWithUrlInScope and for FindAllAppsNestedInUrl to use the new versions that allows for querying the web app registry for apps with certain capabilities (such as how it opens, browser tab/dedicated window, supports badging/notifications, etc). It replaces similar functions that deal with install state, which is error prone and confusing for consumers of the API. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
