build: Do not use Siso by default on non-Chromium projects //build/toolchain/use_siso_default.py checks the presence of //build/config/siso/.sisoenv to distinguish Chromium from non-Chromium projects. However, it turned out that this isn't sufficient for projects that have this Siso config file like v8. This CL adds a logic to check if `build_with_chromium = true` is specified in //build/config/gclient_args.gni. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
