wpt: Add win11-arm64 expectations This test is failing visibly in the Chromium gardener queue. Extend the existing failure expectations from other platforms (copied from CL https://crrev.com/c/6321825) to win11-arm64 as well. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
