Introduce ShouldPrefetchBypassProxyForTestHost This CL replaces `PrefetchBypassProxyForHost` with `ShouldPrefetchBypassProxyForTestHost` that also includes the specified host check. We remove the unit test for `PrefetchBypassProxyForHost` instead of updating it. The rationale is that the function is for test util code, and the code path is exercised through the web tests - if the function misbehaves, the private proxy wpt_internal will fail. This CL replaces a `IsProxyBypassedForTesting` check with a `ShouldPrefetchBypassProxyForTestHost` check, and adds a detailed comment why the check is needed there. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
