Use top domain in affiliation requests. The CL modifies the plus address affiliation matcher to use the top domain of the specified facet when handling affiliation requests. This change addresses scenarios where plus address suggestions are sought on subdomains that are not yet present in the affiliation cache. It's worth noting that the conversion to top domains respects entries within the PSL extension list. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
