Add printing::test::StartPrint() In tests, many callers to StartPrint() pass in the same default arguments for 3 of the 4 parameters. Provide a simpler 1-param version of StartPrint() as a wrapper around that. Then those callers can be simplified. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
