[chromeperf] Relax dimension values for win-10 laptops for labs to update os/gpu Relaxed the dimensions for lab's update. Win-10_laptop_low_end-perf will have only 24 devices with this change. It will be changed back to 48 when os/gpu are updated on the whole fleet. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
