Do not report failure reason for waitForCallback timed out

This is causing over clustering at LUCI Analysis tool. In LUCI doc,
it suggest to not reporting failure reason when it's too general.
After this change, LUCI Analysis will use test ID based rule for such
failures.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
