[M103] MPArch: Adjust initial SiteInstance for Fenced Frames This CL makes MPArch fenced frames reuse the embedder's process for the initial empty site instance, and only makes it use a different process when it navigates cross-site (w.r.t the embedder). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
